Roll Call: Meeting was called to order at 4:10 p.m.
AGENDA ITEM 2 – Approval of the June 17, 2015 Meeting Minutes (Action Item Below):
AGENDA ITEM 3 – Election of Vice Chair:
Soifer nominated Rubino. Raj seconded the nomination. Rubino accepted
the nomination. All commissioners approved the motion and it passed 5-0.
AGENDA ITEM 4 – Budget Update:
Jobert provided the budget process, mentioned zero increase without personnel
and put forward consultants for AMPS in the 2016 budget. Wiebenson discussed strategy for the Hill EcoPass Program,
Long Term Governance, Alley Master Plan, National Registry Designation in conjunction with CP&S, and the Hill
Coordinator position were discussed. Jobert said these items will be in the next budget going to council in October.

Slide the City is on Saturday and the businesses that will be open were

AGENDA ITEM 8 – Parking Services Update:
Matthews said Kurt Rose is back part-time. The RTW crew works
Friday, Saturday and Sunday on the Hill.
AGENDA ITEM 9 – Matters from the Commissioners
: Liguori and Soifer queried bus service on the Hill. Request for
Go Boulder staff to give update and communicate with RTD on Hill needs. Rubino said businesses on Hill are trending
to food and mentioned the need for diversity of retail. Liguori commented on an information kiosk for the Hill. Soifer
suggested incorporating the kiosk into the new Event Street design. Boulder Chamber was discussed as well as the CVB
board and the Pearl Street kiosk. Commissioners would like to meet with Commercial Real Estate brokers, and invite
Sharon King from the Small Business Center to a UHCAMC meeting, perhaps to a Hill Boulder meeting, too.
AGENDA ITEM 10–Matters from the Staff:
It was agreed that the 4 – 6 pm meeting timing works. There was a
small Hillanthropy clean up on 7/12, and a major clean up scheduled for 8/15 (alley focus) and future Hillanthropy
cleanups planned for September, October and November. Classes at CU begin on 8/24. Coupon books should be here on
8/1. Work group with a diversity of representatives is being crafted with CMO to look at long-term governance and
financing opinions for the Hill.
Winter discussed focus group volunteers, need for community-wide perspective. Blackwood glad to hear people
from outside the Hill are attending. Soifer queried if a BID is being created. Head tax information on employees
coming out soon. Funding of RSD was mentioned. Liguori asked about the Event Street design. Winter said there
was a good turnout with 5 – 6 firms at a recent informational meeting and selection process is continuing. There was
a discussion on an Arts District on the Hill and would it be similar to Downtown?

ThreefocusgroupswereconvenedonJuly22and23,2015atGraceLutheranChurchonUniversityHill
inBoulder.ThetopicsofthegroupswererelatedtocurrentandfutureissuesontheHillʹrecent
changesontheHill,livability,retailandrestaurantmix,senseofsafety,cleanliness,andimprovements
thatwouldhavethegreatestimpactonthefutureoftheHill.
FocusgroupparticipantswererecruitedthroughgroupsandassociationsinvolvedwiththeHill,suchas
theneighborhoodassociation,themanagementcommission,theUniversityofColorado,CityofBoulder
employees,andothergroups,aswellasindividualswhohavehadperspectiveandinvolvementover
time.Thus,theparticipantswereamixofresidentsoftheneighborhood,propertyowners,CU
employeesandgradstudents,andotherinterestedpeople.
Threegroupswereheldoverthetwodays,withatotalof18participants.Thismemobrieflysummarizes
thefeedbackfromfocusgroupparticipants.

Theprevailingsentimentinthethreegroupswasthattherehavebeennoticeableimprovementsinthe
pasttwoyearsontheHill.Specifically,thecleanlinessofthecommercialareaandthelevelof
communicationfromtheCity,particularlySarahtŝĞďĞŶƐŽŶ͛Ɛinvolvement,werenotedas
improvementsinthepasttwoyears.

Residentsofthehillliketheneighborhoodandlikebeingabletowalktothecommercialareaformany
purposes.Thefactorsthatmostimpacttheneighborhoodlivabilityarenoise,cleanliness,andsafety.
Overoccupancytendstoberelatedtoalltheseissues,butisnotnecessarilytheissueitself.Comments
aboutnonlocallandlordswerealsomade.Theseissueshavenotchangedmuchovertimeaccordingto
theresidentsoftheneighborhoodandlittleconsensuswasreachedaboutwhattodoaboutthem.
SomesuggestedthattheCityneedstoenforceregulationsalreadyonthebooksʹaboutnoise,
shovelingsnow,occupancylimits,etc.Othersfavoredtalkingdirectlywithrentersabouttheirbehavior
andtheimpactsithasonfulltimeresidents.

Thedeclineinthevarietyofretailandrestaurantswasnotedbymostparticipantsinthegroups.The
lackofvarietyinrestaurantsandthelowquality/cheapnatureofmanyoftherestaurantswasa
concern.Therewasadesireforagreatervarietyofbothrestaurantsandretail,withtheintenttodrawa

broadercustomerbasethanjuststudentsandresidentsoftheimmediateareaʹtobringinpeoplefrom
otherpartsofBoulderandBoulderCounty.
Acommonthemeacrossallthreefocusgroupsinrelationtorestaurantswasforaneighborhoodbrew
pubʹtheMountainSun/SouthernSuncameupinallthreefocusgroups.Anotherthemewasthedesire
foroutdoorseatingorrooftoppatiostotakeadvantageofthenicesummerweatherandgeneratemore
interestindiningontheHill.Othersuggestionsfortypesofrestaurantsandretailusesincludedabagel
shop,adeli,asmallgrocerystore,anicecreamshop,officespace(particularlyfornonprofitsorartists),
andotherusesthatwouldattractcustomersbeyondstudents.

AsharedsentimentwasthattheperceptionofsafetyontheHillchangesmarkedlyafterdark.Female
participantswereconsistentintheirpatternofnotwalkingaloneafterdark.Malesdidnotsharethis
concern.Thelevelofsafetydidnotappeartobechanging,eitherpositivelyornegatively,intherecent
past.However,cleanlinesswasgenerallyseentohaveimprovedinthepastcoupleofyears,althoughit
isstillanissue.

Focusgroupparticipantswereaskedforsuggestionsthatwouldhavethegreatestpositiveimpactonthe
futureoftheHill.Parking/aparkinggarage,outdoorseatingforrestaurants,moreevents,more
communication/collaborativeapproaches,andcontinuingtoimprovethecleanlinesswerethemost
commonsuggestions.
QuestionswerebroughtupabouttheplanfortheBoulderHistoryMuseum.

Slide the City Brings Thousands to the Hill
The first-ever Slide the City event in Boulder took place in the Hill
Commercial Area last Saturday, drawing more than 3,000 people to the
district. By all reports, the event was a success for local businesses, drawing
customers from throughout the region. For more event pictures and videos,

Hillanthropy Cleanup on Saturday, 8/15 Featured on Channel 8
More than 150 CU students will join city staff and other volunteers for a comprehensive cleanup of Hill alleys on

Saturday, August 15. The event is in coordination with the annual CU Stampede Leadership Camp under the new
City-. The partnership was featured on a recent Inside Boulder segment with one of

The partnership is seeking community members to work alongside the students to help them learn more about the
neighborhood and its long-term residents and businesses. The event is from 9:00 a.m. 12:00 p.m. Contact the

The Hill Boulder business association has completed its first printed direct marketing piece for Hill businesses: a
coupon book that will be distributed to CU students and Hill residents at the start of the school year. Grenadier
Advertising is putting the finishing touches on the fall/winter Heart of the Hill event series. Postcards and posters

Hill Improvements Featured on Inside Boulder News
If you missed open house where city staff presented a wide range of streetscape improvements
planned to take place on the Hill over the next 18 months, an overview of the activities were featured on a recent

Farewell and Best Wishes to the HRS Summer Intern
At the beginning of the summer, we hired CU graduate Claudia
Tadla to complete specific projects that would support the larger
initiatives of the Hill Reinvestment Strategy. Claudia is now moving
on to her new career, and we wish her the best. Her work included
establishing an inventory of commercial space in the Hill
Commercial Area; outreach to property owners related to the
National Register Historic District designation application;
conducting an inventory of Hill streetscape elements, e.g. where
replacement bike racks are needed; and documenting and
reporting capital improvement needs on the Inquire Boulder app.
